Sec. 11-271. Operation generally.
No person shall ride or propel a bicycle upon any public street, highway or public ground except in a careful and prudent manner and unless such person shall be capable of efficient control and operation of such bicycle; nor shall any person propel or operate a bicycle upon any street, highway or public ground carrying or permitting to be carried any other person upon such bicycle.

Sec. 11-272. Interference with pedestrians.
No person shall ride or propel any bicycle upon any public street, highway or public grounds in such a manner as to interfere with any pedestrian thereon.

Sec. 11-273. Speed.
No bicycle shall be ridden faster than is reasonable and proper, and every bicycle shall be operated with reasonable regard to the safety of the operator and any other person upon the streets and highways of the City.

Sec. 11-274. Riding abreast.
No person shall ride or propel a bicycle upon any public street, highway or public grounds within the City abreast or to the left of any other person so riding or propelling a bicycle.

Sec. 11-275. Operation on sidewalks.
No person shall ride or propel a bicycle, skateboard or roller blades upon any sidewalk within the business district. For the purpose of this Section, the business district shall be that area:
(1) Along and either side of Egan Avenue from Second Street North to Second Street South;
(2) On First Street North one-half block either side of Egan Avenue;
(3) On Center Street one block either side of Egan Avenue;
(4) On first street South one-half block either side of Egan Avenue.

Sec. 11-276. Parking.
No bicycle shall be parked on any sidewalk in the residential area, nor adjacent to or against any
building in the business district. Bicycles shall be parked in racks where provided or on the sidewalk next to the parking meter parallel to the curb in the business district.

Sec. 11-277. Lights and reflectors.
No bicycle shall be permitted on any street, highway or public ground between a half hour after sunset and a half hour before sunrise without a headlight visible from the front thereof for not less than three hundred (300) feet, indicating the approach or presence of the bicycle, which light shall be firmly attached to said bicycle and properly lighted, or a reflex mirror or lamp on the rear exhibiting a red or yellow light visible from the rear of such bicycle for a distance of not less than two hundred (200) feet.

Sec. 11-278. Hours of operation for certain persons.
No person under the age of twelve (12) years shall ride or propel a bicycle upon any street, highway, or public grounds after the hour of 9:00 p.m.

Sec. 11-279. Obedience to signs.
Persons riding or propelling any bicycle shall observe all traffic signs and stop at all stop signs.

Sec. 11-280. Other traffic rules.
Every person riding or propelling a bicycle upon any public street, highway or public grounds shall observe all other traffic rules and regulations except those which by their nature can have no application.
